Kart Duel has in-race songs that are seemingly inaccessible from the sound test menu according to TCRF. (Not to mention sound test in most Namco games only play for few seconds).
As such, requesting a way to test sounds from anywhere, ostensibly to listen to the in-race songs (and any other sound that might be inaccessible from the sound test).
