Missing Cheats of Old

Does anyone know why the newest MAME cheat.7z does not contain cheats it used to? Specifically Smash TV. It used to have invincibility, and weapons.... now only infinite lives. I tried using older version of the cheat.7z but they all have the same missing cheats. I always thought each new version built up from the previous.
